Use this screen to change or shift the start and end dates of all projects
included in a structured proposal, preserving the original time-phasing.
You can select a proposal where the start date needs to be changed. You
can edit the dates by either entering a date manually or by clicking 
then selecting a date from the calendar that displays.
The screen will refresh with the new date in the appropriate column. Budgeting
& Planning will find the earliest start date, and all subsequent dates,
and move them backwards or forwards, according to the time specified.
